Who May Apply
Only historically low-income and educationally disadvantaged undergraduate students who need admission assistance or support services to succeed in college are admitted to EOP. They must demonstrate academic potential and motivation, be California residents, and meet the income criteria stated below.
To be considered for EOP, applicants should indicate "Yes" in the EOP section of the CSU Admission Application www.csumentor.edu. In addition to the EOP Online Application, students must complete and submit 2 EOP Recommendation Forms (filled out by two separate individuals familiar with the applicant's academic potential, i.e. teacher, counselor) and a copy of their Parents' 1040 Taxes from the previous year (2012).
please visit the following website: http://www.irs.gov/
Dependent applicants must submit copies of the Federal Income Tax filed by their Parents/Legal Guardians in order to determine EOP eligibility. Independent applicants must submit copies of their 1040 taxes from the previous year (2012). Please check with each individual EOP office at each of the CSU's you are applying to for their supplementary requirements and deadlines.
EOP Income Criteria
EOP applicants must meet the preliminary income screening guidelines listed in the table below and demonstrate that their family is unable to provide an annual contribution of more than $1,500 toward their college expenses.
Applicants whose total family income exceeds the guidelines may be considered only if their Expected Family Contribution (EFC) does not exceed $1,500.
These guidelines are not intended to exclude economically disadvantaged students but to identify and give priority to the most financially needy applicants.
2013-2014 EOP Family Income Guidelines*
You are considered INDEPENDENT if any of the following apply to you: 1) are 24 years old or older; 2) have dependents (i.e. child/ren), 3) are married, 4) a military veteran or 5) a documented foster youth
Otherwise you are considered Dependent and must provide parent 1040 taxes or complete and submit EOP Income Verification Form.

|Family Size||Maximum Income|
|Family Size||Maximum Income|
|Single, No Dependents||1||$15,000|
|Married, No Dependents Other Than Spouse||2||$26,200|
|With Dependents Other Than a Spouse||2||$45,200|
These guidelines reflect an income level that will generate an Expected Family Contribution (EFC) of approximately $1,500. For purposes of these guidelines, the approximate contribution for dependent applicants is based solely on the parental income and does not take into account any parental assets nor does it assume any contribution from the applicant’s income or assets. For independent applicants, the guidelines are based strictly on income with no consideration of available savings or other assets.
*Guidelines are based on the formulas used to determine the Expected Family Contribution (EFC) for federal student financial aid.
Students seeking admission to EOP are required to file the Free Application for Federal Student Aid (FAFSA) or CAL Dream Act via California Student Aid Commission (CSAC). This form is used to determine the Expected Family Contribution (EFC) and allows the campus financial aid office to determine financial aid eligibility and consider the student for an EOP grant for up to $500 per semester. You must file the FAFSA or Dream Act as soon as possible after January 1, and before the CSU financial aid priority filing date of March 2 of every year.
EOP grants will be awarded only as long as funds are available. You will have a better chance of receiving an EOP grant and other financial aid for which you are eligible if you apply as soon as possible, preferably by February 8, 2012.
Application for financial aid is a separate process from the EOP admission process. Please visit the Office of Financial Aid.
AB 540 Students
If you are an undocumented or AB 540 student coming to SDSU in Fall of 2013, we encourage you to apply for EOP. You must follow same EOP application process and deadlines as all EOP applicants.
To apply for EOP, Applicants need to submit their CSU admission application on www.CSUMentor.edu, during the specified application period. Right before the end of the application you will see “Are you interested in applying to EOP?” Select YES and then in the next page you will follow a link to begin the online EOP Application.
*Marking yes does not indicate applying to EOP
